Edmond Ernest dit Alban writes that anime and manga characters have a " sexy stillness" that might explain their attractiveness (lightly NSFW link). The manga scholar Itō Go emphasizes the "pleasure of lines" in anime characters. This is part of what he calls " database consumption". He writes that otaku are attracted to different "moe elements" that are combined together to make new characters that create moe desire in fans. The philosopher Azuma Hiroki has a different explanation, though one that resonates in many ways with Saitō. In his words, “Desire does not have to be symmetrical-you can desire something in the two-dimensional world that you don’t desire in the three-dimensional world." He also argues that they can be simultaneously orientated towards fiction and reality, but that they are separate desires, or “asymmetrical” desire. He says that otaku are attracted to higher levels of fictionality and find a separate kind of "reality" in 2D characters. The psychiatrist Saitō Tamaki (who is also one of Japan's leading experts on hikikomori) defines what an otaku is through 2D sexuality. There's a lot of really interesting stuff with this.
